Interesting how things have changed, and now there are actually emergency treatments for people who have had strokes. When I was on a volunteer ambulance squad in the early 90's, we didn't even use sirens when transporting a stroke patient to the hospital. We would just casually drive the person to the hospital where they would then sit in an emergency room for hours. The only exception would be if the person stopped breathing, or if their heart stopped. We were told that there simply isn't anything you can do for a stroke victim, as far as emergency medical treatment, so rushing them to the hospital was not considered to be necessary and didn't require a Code 3 response.
